Activated Charcoal is meant for absorbing chlorine when you are distilling your water. Because chlorine is lighter than steam, it will rise together with the steamed water and as such just before they cool down to be come distilled water, they will still contain chlorine which the activated charcoal is meant to absorb the chlorine, leaving you with pure distilled water.
